For many in the United States, access to a college (post-secondary institution) education is limited and inequitable. By their late 20s, only 18 percent of African Americans and 10 percent of Hispanics have a bachelor’s degree, compared to 33 percent of whites (U.S. Department of Education 2002). A child from a family in the top income quartile is five times more likely to earn a bachelor’s degree by age 24 than a child in the bottom quartile (Mortenson 2001, U.S. Department of Education 2002). The greatest obstacles to college access and success for underrepresented students include poor academic preparation, lack of college awareness, limited financial aid and limited supports once in college.

Leaders in the college access field have recognized the need for fundamental changes that will take us from the current patchwork of college programs to a coordinated system linking students to comprehensive services within a supportive policy environment. They now acknowledge the need for greater cooperation both across the pipeline and in providing more holistic supports at specific points in time for students. Greater emphasis on system-level alignments is an important shift for both scaling and deepening the impact of programs and, ultimately, increasing the number of college graduates among underrepresented populations. Partnerships are one vehicle for improved alignment, and the use of data is key in formalizing and focusing these partnerships.

Partnerships provide the space and formal opportunities to link multiple players with a vested stake in college access and success. Postsecondary success is a broad-based issue that engages a variety of stakeholders: K-12 schools, institutions of higher education, community- and school-based nonprofits, policymakers and funders, among others. Figure 1 illustrates the variety of college access and success stakeholders and their roles within the system.
Tackling system-level college access and success policies and practices to increase student success is an idea in good currency these days. Governments, communities (including Philadelphia), and some of the most influential funders of college access and success, including the Lumina Foundation for Education and the Bill and Melinda Gates Foundation1, recognize that place-based partnerships can be the vehicle to realign fragmented and ineffective systems.

In our research and evaluation work over the past several years, data collection and analysis have emerged, somewhat unexpectedly, as the strongest mobilizing factors in building college access and success partnerships. In community after community, the very act of collecting data and then investigating shared findings has brought stakeholders together, and provided common, concrete goals that lay the groundwork for joint action. Quantitative and qualitative data can be used to measure impact, describe a context, or identify resources and opportunities in a community. Table 1 highlights the diversity of data indicators a college access and success partnership might collect and use.

In this section we highlight four examples of how data can be used to drive partnership building and to develop a shared agenda. We use brief examples from the field to illustrate how the work took shape in four different communities across the country. Implications
Data from a community scan often help individual programs identify areas of duplication or gaps in services. These data can confirm what many in the community already know or have intuitions about. But by pulling together data about multiple programs and players, stakeholders have an opportunity to understand these different pieces as part of a larger system of supports. In addition, community scans can turn up information about smaller organizations deeply embedded in a particular community or discover new providers that operate outside of the sphere of most other providers.
Partnership Implications
Collecting data about which programs and providers operate in a community helps partners begin to see their work within a “system” of supports. By viewing individual programs within a larger context, new opportunities emerge for beginning to work together as a community with joint understandings and decision making.
From the Field: How Milwaukee’s College Access Resource List Distilled Information and Catalyzed Cooperative Program Planning
One PCAS grantee, COMPASS GUIDE, started the local partnership-building work by calling together a large, diverse group of stakeholders from the Milwaukee community, including the YMCA, the public libraries, schools, several community-based organizations, three key universities, parent groups and funders. During the first meeting, the group quickly realized that they were unaware of the multiple college-related services being provided by those at the table or by others in the broader community.
COMPASS GUIDE, along with several partners, developed a college access provider survey and distributed it broadly through individual partner networks. The survey went to community-based organizations, colleges and universities, and the school district, as well as local and state government agencies. Beyond serving as a useful information resource, the results prompted a core group of partners to discuss potential shared programming, including student advising sessions, FAFSA workshops, parent informational sessions and student referral systems.
The small pilot of core partners succeeded in providing more streamlined and comprehensive services to students and reduced the duplication of administrative efforts. For example, partners coordinated major college access events such as advising days, financial aid workshops and parent nights—rather than conducting them independently. By aligning their event calendar, partners shared the responsibility for organizing the events, reduced the burden on school or district staff (instead of eight requests for space and time, there was only one), and increased the success for individual organizations (bigger events drew bigger crowds). The time invested in putting together these events paid off, and more students accessed individual partner services and received more support through the shared events.

Implications
Using data to identify the collective strengths and weaknesses in a partnership provides a pathway for creating a stronger partnership—one that includes those with policy influence, programmatic experience and community connections, as well as those with the authority, authenticity and capacity to move the work forward. Data can help identify critical missing partners or new information about existing partners. In our experiences, most organizations that seek to bring about significant change in college access and success in their communities function as service providers. Many quickly realize, however, that their work requires a broader coalition of stakeholders, including parents, the business community, funders, and those with decision-making power at the community, policy and institutional levels. Existing partners’ knowledge is critical in identifying the unique and influential local leaders who have a record of accomplishment.
Partnership Implications
As stakeholders’ understanding of community supports and potential partners develops, they can begin to assess opportunities for developing stronger ways of working together. For example, partners might establish roles and responsibilities that leverage one another’s services, capacities, and existing relationships. This process facilitates important dialogue that brings stakeholders together and deepens their understanding of one another.
From the Field: How Seattle Used Knowledge of Individual Student and Partner Needs to Build an Effective Coalition
The Seattle partnership, facilitated by PCAS grantee Port Jobs, targeted low-wage airport employees to enroll in and complete college as a way to advance their careers and improve financial well-being. Based on its prior program experience, Port Jobs knew several things about the target students: they had limited academic preparation, strained resources, erratic work schedules with limited release time, and transportation and housing challenges.
To build the partnership, Port Jobs invited a small core of partners, largely service providers and local community college leaders, to provide on-site programming at the airport and instruction to the target population. Port Jobs selected partners with a long-standing history, interest, and success in working with the target population. The community college was particularly receptive, providing block schedules—classes offered in longer blocks of time but only once a week—and off-site classes, opportunities for low-cost credit-bearing classes, and academic counseling and tutoring to bridge gaps in knowledge. The benefits of this partnership were mutual. Port Jobs offered college opportunities to their clients, and the community college gained access to a new pipeline of students, increasing their enrollment numbers.
The second tier of the partnership included executives from airport businesses, workforce development policy makers, funders and elected officials reliant on the financial viability of the airport. These partners supported the work of the core partners through advocacy, dollars and policy changes. To engage the business community, Port Jobs distributed a brief survey to airport employers and learned that a key area of interest was worker retention and development. Armed with this knowledge, they showed airport business leaders how the work of the partnership would yield more engaged and better prepared workers. In turn, employers began to shift their reimbursement and time-off policies to allow employees to take college classes through the partnership.
The flexibility of the core partners as they responded to documented needs and support of the second-tier members helped Port Jobs to start an Airport University, an on-site credit-bearing college program. The program specifically targets the developmental needs of airport employees and employers.

Implications
Rich program- and student-level data shared across partners, used over extended periods of time (months, semesters or years), enable programs and stakeholders to observe trends and patterns in their community. This level of data collection also allows partners and supporters to investigate the causes and consequences of these trends and patterns.
Once partners have overcome initial concerns about data sharing (which in some cases takes a few years), they can investigate data trends and underlying causes to determine together whether changes in programming or policy are needed.
Partnership Implications
Linking data from what have traditionally been considered proprietary data systems is a major partnership-building activity. Partners frequently fear what the data might show about their programs or their communities. In part, this has to be overcome through creating dialogue and the “safe spaces” for data sharing. In the process of putting systems and processes in place for sharing data, partners have an opportunity to develop formal structures—data sharing agreements, data release forms—and build tremendous trust as they create mechanisms for sharing and exploring data together to answer new questions.
From the Field: How San Antonio Has Begun to Tackle Articulation Agreements Across Institutions of Higher Education
The San Antonio Education Partnership (SAEP) embraced data collection somewhat reluctantly. In the early years of the partnership, data collection focused largely on counting the number of students accessing the partnership’s scholarships. As the partnership grew, more information was needed to answer short-term impact questions, such as whether students graduated from college.
As the partnership tracked students over time to answer the graduation question, a trend began to emerge: while many students enrolled in two-year colleges, relatively few transferred to obtain a four-year degree. Several partnership members, including the two- and four-year college presidents, the business community and the school district, became particularly interested in this data trend. Questions arose: Was there something in the program that was incentivizing students to enroll in two-year colleges and not encouraging transfer? Were there program or policy obstacles that prohibited students from moving on to obtain bachelor’s degrees?
In trying to answer these questions, the SAEP made discoveries that have begun to reshape its work. Two key data points were uncovered. First, students had limited financial incentives for transferring because the cost of a four-year college exceeded the amount of the SAEP scholarship. Second, students encountered greater success in two-year programs when they were closer to home. Building on these findings, the partnership established two new college success incentive scholarships, awarded to students who attend local two-year institutions and transfer to a four-year campus.
Using follow-up student interview and focus group data, the partnership learned that students had very limited information about the transfer process and generally lacked supports while in college. The San Antonio partnership developed additional programs and supports to help navigate the college environment, including a specific counseling position to help students understand the transfer process. The partner colleges and universities supported this additional position. Finally, after collecting these data and testing different program changes, the partnership realized that some of the challenges lay well beyond specific program shifts.

Implications
Data play a critical role in demonstrating the need to change a given policy, providing concrete evidence of what’s happening on the ground and helping partners identify specific policy and practice areas to address. In OMG’s experience, piloting important shifts in programming and the formation of a policy change agenda are often tackled in concert. We have seen partners tackle policy issues ranging from financial aid regulations, to curriculum requirements, to two- to four-year articulation agreements.
Partnership Implications
Developing a strong partnership model that can tackle complex policy issues is a process that unfolds gradually over time. As data agreements are put into practice and partners begin to own roles and responsibilities, data can pave the way for frank conversations about the state of college access and success in the community.
Partnerships that successfully use data to develop a policy agenda have established tremendous levels of trust and serve as examples of the best that partnership can lead to.
From the Field: How Partners in Chattanooga Used Data to Develop New Programs and Begin Shifting Policy and Practice at the Highest Level
PCAS in Chattanooga is a large, multi-level partnership facilitated by the College Access Center and the local education fund—an education reform partner and advisor to the school district. The partnership includes community college access providers, the Hamilton County School District, four- and two-year state colleges and universities, and others. The long-standing partnership has been successful in engaging university, college and district partners, in part thanks to the anonymity with which they share sensitive data findings among partners, eliminating the potential for finger-pointing and laying blame across partners and instead creating an environment of shared responsibility and analysis.
In 2005 and 2006, while partners noted positive college-going trends of Hamilton County students, they also noted alarmingly high math remediation rates once students enrolled in college.
After almost five years of building relationships and trust to share educational data across the district and local higher education institutions, the partnership selected a neutral convener, a local foundation with a vested interest in the region’s educational attainment. The neutral convener proved invaluable in bringing together instructional heads, including the local university chancellor, the college president and the superintendent of the district. The group also included math teachers from the district and math professors. The focus was solely on unpacking the link between math remediation needs and college retention and better understanding how to prevent such high remediation needs in the future.
Two key issues emerged as a result of the group’s work. First, students often did not take math during their fourth year of high school or would lose core math skills during the summer prior to enrolling in college. Second, students who graduated high school with the requisite math courses still placed in remedial classes once they entered college because of a lack of curricular alignment.
As a result of the work group, partners piloted an intensive summer bridge program that in part helped students strengthen math skills during the summer before enrolling in college. The work group, led in large part by the superintendent and university leaders, contributed major institutional policy changes. Most notably, the group rewrote both high school and college course curricula and shifted teacher professional development to improve the alignment of math curricula and instruction and student preparedness for college-level math courses. Additionally, students in the third year of high school are given the university math entry exam, allowing a full year for students to catch up while still in high school if there is such a need. The school district also introduced ACT’s EXPLORE program in the eighth grade and PLAN in the tenth grade—curricula to provide guidance on college readiness in math. This work has been continued with the support of the Carnegie Corporation.

Data offer a variety of opportunities for key stakeholders not only to come together, but also to establish and align their individual work around common goals. The process of sharing and exploring data, in and of itself, serves as a catalyst for building stronger and more productive relationships among stakeholders. The four strategies outlined in this article provide ideas about how a variety of types of data can be used to identify and better understand the college access and success system. By investing in joint data collection and use, diverse stakeholders have an opportunity to develop solutions for students that are bigger than any one organization or institution.
